The City Secretary serves as public information officer, preserving and managing City records. The Secretary's Office administers and maintains records for all municipal elections. The Secretary also serves as Finance Officer for the City and administrator of the Municipal Court.


Information Services

The Secretary's office provides records management services for the City of Terrell, organizing and storing documents pertaining to all aspects of municipal government. Posting of public meetings and legal advertising is handled through the City Secretary's office. The office is an open information resource for the public. Requests for information on local ordinances, the city budget, department operations, City Council meetings, and other municipal operations can be made during regular office hours. You may obtain copies of ordinances, meeting minutes, and other open information for a small copying charge.

City Council Services

The City Secretary records and preserves minutes for City Council meetings held the first and third Tuesday of the month. City Council agendas are available from the office on the Friday afternoon before each regular Council meeting. They are also posted on the bulletin boards near the front entrance of City Hall. Contact the City Secretary's office to determine which council district you live in and the name of your council representative.

Municipal Elections

The City Secretary administers all elections called by the City Council. The office provides voting district information, applications for ballots by mail, and early voting location(s). Filing information for candidates is also available at the office.

Finance Office

The Finance Director accounts for all monies received by the City, prepares monthly financial reports, records and reports all financial transactions, assists in the preparation of the annual budget, and prepares special reports for the City Manager and City Council. The office also ensures that investments are maintained at the highest possible level.

Water Service Rates and Charges

Water Service Rates Ordinance 2340   (adopted September 23, 2007)

Utility Billing Procedure Ordinance 2323 ( adopted January, 2007)

Payments for services are due on or before the fifteenth day of each month.

The following schedule of monthly rates or charges for water services furnished by the City shall be and such is hereby adopted and established as follows:

Franchise Fee previously added into your rate will be shown on your bill as a Municipal Assessment Fee. The amount of the fee is 4% of the water and sewer rate. For example, if you use 3,000 gallons of water then your bill may show $9.38 minimum plus $8.10 for water used and your winter average for sewer is $28.24. Your Municipal Assessment fee would be $1.83.

Wholesale water customer rates. Rates shall be determined by the methodology as stated in the wholesale water customer's contract. Wholesale water customers without a methodology in the wholesale water customer's contract will be charged $3.04 per 1,000 gallons of water. (ordinance 2354)

Water used through a fire protection service for purposes other than testing of system shall be at a rate equal to the largest volumetric rate applicable in subsection (2). 

Sewer Service Rates and Charges

The following schedule of monthly rates or charges for sewer services furnished by the City shall be and such is hereby adopted and established as follows:

Residential Rates
Minimum Bill $14.38 per month
Volume charge for all consumption per month* $2.31 per 1,000 gallons

*Sewer volume charges based on winter-average (December, January, February) water consumption.

All commercial customers shall be charged on the following basis:

Light Commercial Rates
Minimum Bill $31.25 per month
Volume charge for all consumption per month $2.31 per 1,000 gallons

Those businesses not being metered on an individual unit basis, shall be charged a minimum monthly bill per business.

Heavy Commercial/Industrial.  All heavy commercial and industrial customers shall be charged on the following basis:

Pretreatment.  All customers that require pretreatment of wastewater shall be charged on the following basis:

Customer Review. Where the city manager determines that wastewater charges should be based directly on the customer's contribution to the wastewater system, volume charges for the discharge shall be made as follows:

The customer shall pay for any required sampling in advance. The charge for sampling shall be as estimated by the pretreatment coordinator based upon the city's actual cost for similar services.

Municipal Court

The City Secretary also serves as Municipal Court administrator. Municipal Court is located in the City Hall lobby at 201 East Nash.
 

Vendors

If you are interested in registering your business as a possible vendor to the City of Terrell you must have a Vendor Processing form on file with the City Secretary's office.

Companies that supply goods and services to the City need to register as certified City of Terrell vendors. Certified vendors must file the state's Conflict of Interest Questionnaire (CIQ) yearly. The IRS W-9 form must also be filed each year.
