Minutes REGULAR CITY COUNCIL MEETING OCTOBER 1, 2002 7:00 P.M. A regular meeting of the Terrell City Council was held on Tuesday, October 1, 2002 in the City Council Chambers at 7:00 P.M. with the following members present: COUNCILMEMBER #1 FRANCES ANDERSON 1. Call to order. Mayor Frances Anderson called the meeting to order. 2. Invocation. Mayor Pro tem Tommy Spencer gave the opening prayer. NEW BUSINESS 3. Discuss and Consider Planning and Zoning Recommendation to Approve the Preliminary Plat of Longspur Estates, Phase One and Two. City Engineer Stan Ballard presented to Council for discussion and consideration Planning and Zoning Recommendation to Approve the Preliminary Plat of Longspur Estates, Phase One and Two. Mayor Pro tem Tommy Spencer made a motion to approve Planning and Zoning Recommendation to Approve the Preliminary Plat of Longspur Estates, Phase One and Two. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. 4. Discuss and Consider Planning and Zoning Recommendation to Approve the Final Plat of Longspur Estates, Phase One. City Engineer Stan Ballard presented to Council for discussion and consideration Planning and Zoning Recommendation to Approve the Final Plat of Longspur Estates, Phase One. Councilmember Debra Kelley made a motion to approve Planning and Zoning Recommendation to Approve the Final Plat of Longspur Estates, Phase One contingent upon developer submitting final plat. The motion was seconded by Mayor Pro tem Tommy Spencer. Ayes - all; Nayes - none. Motion carried. 5. Discuss and Consider Planning and Zoning Recommendation to Approve the Preliminary and Final Plat of Meadow Vista, Part of the L.H. Adams Survey, Abstract No. 7. City Engineer Stan Ballard presented to Council for discussion and consideration Planning and Zoning Recommendation to Approve the Preliminary and Final Plat of Meadow Vista, Part of the L.H. Adams Survey, Abstract No. 7. Councilmember Floyd Trammell made a motion to approve the Preliminary and Final Plat of Meadow Vista, Part of the L.H. Adams Survey, Abstract No. 9. The motion was seconded by Councilmember Debra Kelley. Ayes - all; Nayes - none. Motion carried. 6. Discuss and Consider Airport Road Improvement District Refinancing. Assistant City Manager Torry L. Edwards and Danny Booth presented to Council for discussion and consideration Airport Road Improvement District Refinancing. Mayor Pro tem Tommy Spencer made a motion to award Airport Road District Refinancing to American National Bank at 3.65%. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. 7. Consider Bid and Award of Contract for Two Hangar Buildings to be Erected at the Municipal Airport. Stan Ballard City Engineer presented to Council for consideration Bid and Award of Contract for Two Hangar Buildings to be Erected at the Municipal Airport. Mayor Pro tem Tommy Spencer made a motion to award Contract for Two Hangar Buildings to be Erected at the Municipal Airport to Diamond K Corporation in the amount of $455,670.00. The motion was seconded by Councilmember Debra Kelley. Ayes - all; Nayes - none. Motion carried. 8. Discuss and Consider Bid Award for Concrete Repair and Replacement 03-22-02. Assistant City Manager Torry L. Edwards and Steve Rogers, Director of Public Works presented to Council for discussion and consideration Bid Award for Concrete Repair and Replacement 03-22-02. Councilmember Debra Kelley made a motion to award contract to low bidder Caldwell Construction. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. 9. Discuss and Consider Bid Award for Street Maintenance Materials Assistant City Manager Torry L. Edwards and Steve Rogers, Director of Public Works presented to Council for discussion and consideration Bid Award for Street Maintenance Materials 03-22-01. Councilmember Floyd Trammell made a motion to award bid for Street Maintenance Materials 03-22-01 to Richard Crow for Select Material and Flex Base and to APAC Texas for Hot Mix Asphalt. The motion was seconded by Mayor Pro tem Tommy Spencer. Ayes - all; Nayes - none. Motion carried. 10. Discuss and Consider Bid Award for Liquid Chlorine - Bid No. 03-51-01. Assistant City Manager Torry L. Edwards and Sonny Groessel presented to Council for discussion and consideration Bid Award for Liquid Chlorine - Bid No. 03-51-01. Mayor Pro tem Tommy Spencer made a motion to award bid for Liquid Chlorine - Bid No. 03-51-01 to Harcros Chemicals for a total of $25,980.00. The motion was seconded by Councilmember Debra Kelley. Ayes - all; Nayes - none. Motion carried. 11. Discuss and Consider Approval of Ordinance No. 2132 - Amending Chapter 6: Fire Protection, Section 5: Outdoor Burning. Assistant City Manager Torry L. Edwards and Fire Chief Jim Harper presented to Council for discussion and consideration Ordinance No. 2132 - Amending Chapter 6: Fire Protection, Section 5: Outdoor Burning on first reading. Mayor Pro tem Tommy Spencer made a motion to approve Ordinance No. 2132 - Amending Chapter 6: Fire Protection, Section 5: Outdoor Burning on first reading. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. 12. Discuss and Consider Appointment to the Planning and Zoning Commission. Mayor Frances Anderson recommended tabling this item to the October 15, 2002 meeting. Mayor Pro tem Tommy Spencer made a motion to table this item to the October 15, 2002 Regular Council Meeting. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. 13. Discuss and Consider Draft Agenda for City Council Retreat Scheduled for November 14 & 15, 2002. This item was passed after discussion. 14. Hear Remarks from Visitors. Kenneth Morrow, 410 S. Medora, thanks the Police Department for the job they are doing removing drug dealers from neighborhoods. OLD BUSINESS 15. Adjourn into Executive Session in Accordance with Section 551.071 - Pending or Contemplated Litigation to Seek Legal Counsel on a Matter which the Canon of Legal Ethics Demands to Preserve the Attorney-Client Privilege Pursuant to Section 551.071(2) of the Texas Government Code. Council adjourned into Executive Session. 16. Reconvene into Regular Session and Consider Action, if any, on Item Discussed in Executive Session. There was no action taken in Executive Session. 17. Adjourn. There were no other matters discussed or acted on at this meeting.
