SPECIAL CITY COUNCIL MEETING AND WORKSHOP MARCH 18, 2004 6:00 P.M. A Special Meeting and Workshop of the Terrell City Council was held on Thursday, March 18, 2004 at 6:00 p.m. in the City Council Chambers with the following members present: COUNCILMEMBER #1 FRANCES ANDERSON 1. Call to order. Mayor Frances Anderson called the meeting to order. Councilmember Tommy Spencer gave the opening prayer. 2. Discuss Proposed Rose Hill Housing L.P. Development and Consider Resolution. City Manager Gordon Pierce presented to Council for discussion and consideration Proposed Rose Hill Housing L.P. Development and Consideration Resolution. Annette Pegram, Ron Pegram and Frank Pollacio spoke to Council regarding Rose Hill Housing. Councilmember Tommy Spencer made a motion to approve Resolution with the understanding of no waiver of Impact Fees, no Tax Abatement, and no reimbursement of off-site cost. The motion was seconded by Councilmember Debra Kelley. Ayes - Tommy Spencer, Debra Kelley, Frances Anderson. Nayes - Floyd Trammell and Rick Carmona. Motion carried. RESOLUTION NO. 480 A RESOLUTION OF THE CITY OF TERRELL, TEXAS AUTHORIZING AND APPROVING THE CONSTRUCTION OF A 250 UNIT MULTIFAMILY DEVELOPMENT THAT IS TO BE PARTIALLY FUNDED BY PRIVATE ACTIVITY BONDS AND HOUSING TAX CREDITS FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS. Be it resolved by the City Council of the City of Terrell, Texas, as follows: WHEREAS, the City of Terrell has more than twice the state average of credit units per capita as described in paragraph 50.5(a)(7) of the Qualified Allocation Plan (QAP) as drafted by the Texas Department of Housing and Community Affairs and; WHEREAS, six hundred (600) new jobs have relocated to Terrell and housing demand continues to rise and; WHEREAS, the City of Terrell supports the development and desires an allocation of Tax Credits be rendered to the developer and; NOW THEREFORE BE IS RESOLVED by the City Council of the City of Terrell, Texas: In support of affordable housing, hereby authorize and approve the construction of the Bachelor Creek Townhomes, a 250 unit multifamily development to be located at the I-20 Service Road between FM 148 and Rose Hill Road. Passed and Approved this the 18th day of March, 2004.
Chief of Police Todd Miller presented to Council for discussion Terrell Police Services C.O.P.P.S. Program. There was no action taken on this item. 4. Discuss "Champions of Industry 300 Award". City Manager Gordon Pierce presented to Council for discussion "Champions of Industry 300 Award". Council by consensus instructed staff to move forward with the project. 5. Discuss Planning, Zoning and Subdivision Fees. There was no discussion on this item. 6. Adjourn. There were no other matters discussed or acted on at this meeting.
