REGULAR CITY COUNCIL MEETING MAY 18, 2004 7:00 P.M.
COUNCILMEMBER #1 FRANCES ANDERSON 1. Call to order. Mayor Frances Anderson called the meeting to order. 2. Invocation. Councilmember Floyd Trammell gave the opening prayer. 3. Consider Approval of Special City Council Meeting and Workshop of April 22, 2004 and Regular City Council Meeting Minutes of May 4, 2004. Councilmember Floyd Trammell made a motion to approve the Special City Council Meeting and Workshop of April 22, 2004 and Regular City Council Meeting Minutes of May 4, 2004. The motion was seconded by Councilmember Tommy Spencer. Ayes - all; Nayes - none. Motion carried. PUBLIC HEARING 4. Mayor Frances Anderson opened a Public Hearing on a Request for a Zone Change at Property Described as Lot 11, Block 733, Terrell Revised from the Current Zoning of Agriculture (A) to Single-Family (1F-2). No one spoke for or against the zone change. Mayor Pro tem Rick Carmona made a motion to close the Public Hearing. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. b.) Discuss and Consider Adoption of Ordinance No. 2225 - Changing the Zoning at Property Described as Lot 11, Block 733, Terrell Revised from the Current Zoning of Agriculture (A) to Single-Family (1F-2). Councilmember Floyd Trammell made a motion to approve Ordinance No. 2225 - Changing the Zoning at Property described as Lot 11, Block 733, Terrell Revised from the Current Zoning of Agriculture (A) to Single-Family (1F-2) on first reading. The motion was seconded by Councilmember Tommy Spencer. Ayes - all; Nayes - none. Motion carried.
CONSENT AGENDA Councilmember Floyd Trammell made a motion to approve CONSENT AGENDA items No. 22 and No. 23. The motion was seconded by Councilmember Tommy Spencer. Ayes - all; Nayes - none. Motion carried. 22. Discuss and Consider Adoption on Second Reading Ordinance No. 2224 - Amending Enterprise Project No. 014352 - Wal-Mart Stores East, Inc. 23. Discuss and Consider Approval of Resale for Property Described As: NEW BUSINESS 5. Conduct Canvass of Votes for Municipal Election Held May 15, 2004. Mayor Frances Anderson appointed Mayor Pro tem Rick Carmona and Councilmember Tommy Spencer to Conduct Canvass of Votes for Municipal Election Held May 15, 2004. 6. Discuss and Consider Approval of Canvass of Election Results of Municipal Election Held May 15, 2004. Mayor Pro tem Rick Carmona gave the Canvass of Election Results of Municipal Election Held May 15, 2004 to Council as follows: Mayor Frances Anderson 837 Frances Anderson Elected Mayor Pro tem Rick Carmona made a motion to approve the Canvass of Election Results of Municipal Election Held May 15, 2004. The motion was seconded by Councilmember Floyd Trammell. Ayes - all; Nayes - none. Motion carried. Mayor Frances Anderson recognized Floyd Trammell and wife Elizabeth for service to the City of Terrell. 7. Administer Oath of Office to Officers-Elect. City Attorney Mary Gayle Ramsey administered the Oath of Office to Tommy Spencer, Frances Anderson and Jack Jones. Due to the recent death of City Manager Gordon Pierce's wife, Gayle, at this time, all items not discussed at the meeting will be suspended to the June 1st Council Meeting. Mayor Pro tem Rick Carmona made a motion to suspend Items 8-21 and 24-26. The motion was seconded by Councilmember Jack Jones. Ayes - All; Nayes - none. Motion carried. Items suspended: 8. Consider Selection of Mayor Pro tem. 9. Receive and Consider Report from Kaufman County Solid Waste Management Cooperative, Inc. 10. Discuss and Consider Approval of Resolution No. 483 - Authorizing the Filing of a Project Application with North Central Texas Council of Governments for a Regional Solid Waste Program Local Project. 11. Consider Approval of Work Authorization No. 8 - Amending the Agreement with Schaumburg & Polk, Inc. by Adding Engineering Services Related to Texas Community Development Project Grant-Funded Repair of Kings Creek Outfall Sewer. 12. Consider Approval of an Agreement with Freese & Nichols, Inc. Regarding Engineering and Special Services for Water System Improvements (Project No. 04-06). 13. Discuss and Consider Approval of Resolution No. 484 - Designating Persons Authorized to Request and Sign for Funds Under the City's Texas Community Development Program Project. 14. Discuss and Consider Appointments to the Terrell Municipal Airport Board. 15. Discuss and Consider Appointments to the Civil Service Commission. 16. Discuss and Consider Appointments to the Historic Preservation Commission. 17. Discuss and Consider Appointments to the Planning and Zoning Commission. 18. Discuss and Consider Appointments to the Terrell Public Library Board. 19. Discuss and Consider Appointments to the Terrell Tourism Board. 20. Discuss and Consider 2004-2005 Budget Allocations for the Terrell Tourism Board. 21. Hear Remarks from Visitors. 24. Receive City Manager's Reports and Correspondence: 25. Adjourn into Executive Session in Accordance with Section 551 of
the Texas Government Code to Discuss the Following: 26. Reconvene into Regular Session and Consider Action, if any, on Item Discussed in Executive Session. 27. Adjourn. There were no other matters discussed or acted on at this meeting. There
