SPECIAL CITY COUNCIL MEETING

MARCH 18, 1999

1:00 P.M.

A special City Council meeting and workshop of the Terrell City Council was held on Tuesday, March 18, 1999 in the Council Chambers at 201 East Nash Street, Terrell, Texas with the following members present:

COUNCILMEMBER #2 TOMMY SPENCER
COUNCILMEMBER #3 FRANCES ANDERSON
COUNCILMEMBER #4 LEE SCHAEFFER
COUNCILMEMBER #5 JAMES HUFFMAN

1. CALL TO ORDER

Mayor Henry C. Madgwick, Sr. called the meeting to order.

2. DISCUSS AND CONSIDER BIDS AND AWARD OF CONTRACT FOR BEN GILL PARK PRESS BOX AND PROTECTIVE SCREENING.

Steve Rogers, Director of Public Works presented to Council for discussion and consideration bids for Ben Gill Park Press Box and Protective Screening. Councilmember James Huffman made a motion to accept the bid for the construction of the Press Box submitted by Scott Construction for $46,240. The motion was seconded by Councilmember Lee Schaeffer. Ayes - all; Nayes -none. Motion carried.

Councilmember Lee Schaeffer made a motion to table the bids for the construction of the Protective Screening until more information is available. The motion was seconded by Councilmember Frances Anderson. Ayes - all; Nayes -none. Motion carried.

6. GENERAL DISCUSSION

Larry Freeman was present to discuss with Council preliminary plan for South Rockwall Street Improvements (Project 99-01.3) and drainage improvements in Griffith-Lovers Lane area (Project 99-06). Paul Hutchinson, owner of Oak Grove Golf Course spoke in support of Option #1. Council supported Option #1. Council supported Option #3 for South Rockwall.

3. DISCUSS WATER AND WASTEWATER CAPITAL IMPROVEMENTS.

Stan Ballard, City Engineer presented to the Council for discussion the Water and Wastewater Capital Improvements.

4. DISCUSS WATER SUPPLY NEEDS STUDY.

Stan Ballard, City Engineer presented to the Council for discussion the Water Needs Study.

5. PROVIDE GUIDANCE AND DIRECTION FOR DBE CONTRACTING POLICY.

Not discussed.

7. ADJOURN

There were no other matters discussed or acted on at this meeting. There being no further business the meeting was adjourned.
