CITY COUNCIL MEETING JUNE 2, 1998 7:00 P.M. COUNCILMEMBER #1 HENRY MADGWICK 1. CALL TO ORDER Mayor Henry Madgwick called the meeting to order. 2. INVOCATION Clarence Robertson, Pastor of New Mount Calvary Baptist Church gave the opening prayer. 3. PRESENTATION OF ARLIE WHITE P.R.I.D.E. AWARD Mayor Henry Madgwick presented Ralph Wallace the Arlie White P.R.I.D.E. Award for the month of May. 4. CONSIDER APPROVAL OF CITY COUNCIL MEETING MINUTES OF THE SPECIAL MEETING OF MAY 13, 1998 AND THE REGULAR MEETING OF MAY 19, 1998 Councilmember Frances Anderson made a motion to approve the minutes of the special meeting of May 13, 1998 and the regular meeting of May 19, 1998. The motion was seconded by Councilmember Lee Schaeffer. Ayes - all; Nayes -none. Motion carried. 5. CONDUCT A PUBLIC HEARING ON ANNEXATION REQUEST, SERVICE PLAN, AND ZONING FOR 0.56 ACRES, J.C. HALE SURVEY, ABSTRACT 202, KAUFMAN COUNTY, TEXAS City Manager Gordon Pierce presented to the Council an annexation request, service plan, and zoning for 0.56 acres, J.C. Hale Survey, Abstrat 202, Kaufman County, Texas. Councilmember Tommy Spencer made a motion to close the public hearing. The motion was seconded by Councilmember Frances Anderson. Ayes - all; Nayes -none. Motion carried. 6. DISCUSS AND CONSIDER REHAB CONTRACT FOR 406 THOMAS Gordon Pierce presented to Council for consideration the
bids for Rehabilitation Contract for 406 Thomas Street. Councilmember
Frances Anderson made a motion to approve the Rehab Contract to Howe
Construction in the amount of $28,810.00. The motion was seconded by
Councilmember Tommy Spencer. Ayes - all; Nayes -none. Motion carried.
City Manager Gordon Pierce presented Ordinance No. 1929 - Amending the Annual Budget to Council for approval on first reading. Councilmember Tommy Spencer made a motion to approve Ordinance No. 1929 - Amending the Annual Budget. The motion was seconded by Councilmember Lee Schaeffer. Ayes - all; Nayes -none. Motion carried.
AN ORDINANCE OF THE CITY OF TERRELL, TEXAS, AMENDING THE ANNUAL BUDGET FOR THE YEAR BEGINNING OCTOBER 1, 1997, AND ENDING SEPTEMBER 30, 1998, AS PASSED AND ADOPTED ON SEPTEMBER 17, 1997, TO PROVIDE FOR INCREASES AND DECREASES IN CERTAIN ACCOUNTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. 8. CONSIDER APPROVAL OF ORDINANCE NO. 1930 - POLK STREET, BETWEEN DANIELS AND NEW HOPE, ONE-WAY, 24 HOURS A DAY, 7 DAYS A WEEK Gordon Pierce presented Ordinance No. 1930 - Polk Street, between Daniels and New Hope, One-way, 24 hours a day, 7 days a week, to Council for approval of first reading. Councilmember Tommy Spencer made a motion to approve Ordinance No. 1930 - Polk Street, between Daniels and New Hope, one-way, 24 hours a day, 7 days a week. The motion was seconded by Lee Schaeffer. Councilmember Frances Anderson opposed the stop sign at the intersection. Councilmember Tommy Spencer withdrew his motion. Council member Tommy Spencer made a motion to approve Polk Street as one-way and to place a Yield Sign at Daniels Street and Polk Street with no parking signs on the East side of Daniels Street.. The motion was seconded by Lee Schaeffer. Ayes - all; Nayes - none. Motion carried. 9. CONSIDER APPROVAL OF RESALE OF PROPERTY DESCRIBED AS TERRELL REVISED, BLOCK 586 City Manager Gordon Pierce presented to Council for approval of resale property described as Terrell Revised, Block 586. Councilmember Tommy Spencer made a motion to approve resale of property. The motion was seconded by Councilmember Lee Schaeffer. Ayes - all; Nayes - one. Motion carried. 10. CONSIDER APPROVAL OF ORDINANCE NO. 1921 - UPDATE TO ZONING ORDINANCE LAND-USE TABLE City Manager Gordon Pierce presented to Council for approval Ordinance No. 1921 - Update to Zoning Ordinance Land-Use Table. Councilmember Tommy Spencer made a motion to approve Ordinance No. 1921 - Update to Zoning Ordinance Land-Use Table. The motion was seconded by Councilmember Frances Anderson. Ayes - all; Nayes - none. Motion carried. ORDINANCE NO. 1921 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, AMENDING CHAPTER 13, ZONING, SECTION 7-100. USE OF LAND AND BUILDINGS; PROVIDING FOR THE REPEAL OF CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY, AND PROVIDING AN EFFECTIVE DATE. 11. DISCUSS AND CONSIDER RAILROAD GRADE-CROSSING CLOSING OPTIONS City Manager Gordon Pierce presented to Council for consideration railroad grade-crossing closing options. Councilmember Frances Anderson made a motion to table this item. The motion was seconded by Councilmember Tommy Spencer. Ayes -all; Nayes -none. Motion carried. 12. RECEIVE CITY MANAGER'S REPORT AND CORRESPONDENCE City Manager Gordon Pierce presented his report and correspondence to the Council. 13. EXECUTIVE SESSION - IN ACCORDANCE WITH TEXAS GOVERNMENT CODE: A. Section 551.074, Personnel Matters. 14. RECONVENE INTO REGULAR SESSION AND CONSIDER ACTION, IF ANY, ON ITEMS DISCUSSED IN EXECUTIVE SESSION No action was taken in executive session. 15. HEAR REMARKS FROM VISITORS 16. ADJOURN There were no other matters discussed or acted on at this meeting. There being no further business the meeting was adjourned.
