SPECIAL CITY COUNCIL MEETING AND WORKSHOP

AUGUST 14, 2001

2:00 P.M.

A special meeting and workshop of the Terrell City Council was held on Tuesday, August 14, 2001 in the City Council Chambers at 1:00 P.M. with the following members present:

COUNCILMEMBER #1 HENRY C. MADGWICK
COUNCILMEMBER #2 TOMMY SPENCER
COUNCILMEMBER #3 FRANCES ANDERSON
COUNCILMEMBER #4 LEE SCHAEFFER
COUNCILMEMBER #5 RICK CARMONA

1. CALL TO ORDER

Mayor Henry C. Madgwick called the meeting to order.

2. DISCUSS AND CONSIDER WEST END DRAINAGE.

City Manager Gordon Pierce and Larry Freeman of Freeman-Millican presented to Council for discussion and consideration West End Drainage. Councilmember Rick Carmona made a motion to move forward and solicit bids on the project. The motion was seconded by Councilmember Lee Schaeffer. Ayes - Henry Madgwick, Lee Schaeffer, Frances Anderson, Rick Carmona. Nayes - none. Councilmember Tommy Spencer abstained from vote.

3. DISCUSS FINAL BUDGET ADJUSTMENTS PRIOR TO ADOPTION ON AUGUST 21, 2001.

City Manager Gordon Pierce presented to Council for discussion Final Budget Adjustments Prior to Adoption on August 21, 2001. Council agreed by consensus to pay for a pot hole patching machine. Councilmember Tommy Spencer discussed with the City Manager and Council the Finance Director position and City Secretary position as well as the need to hire a Planner.

4. DISCUSS REOPENING HATTIE/BLANCHE RAILROAD CROSSINGS.

City Manager Gordon Pierce presented to Council for discussion Reopening Hattie/Blanche Railroad Crossings. After a lengthy debate, Council agreed to re-open both railroad crossings. Councilmember Rick Carmona made a motion to reopen the Hattie/Blance Railroad Crossings. The motion was seconded by Mayor Pro tem Frances Anderson. Ayes - all; Nayes - none. Motion carried.

5. ADJOURN

There were no other matters discussed or acted on at this meeting. There being no further business the meeting was adjourned.
