SPECIAL CITY COUNCIL MEETING AND WORKSHOP

AUGUST 19, 1999
1:00 P.M.

A special meeting and workshop of the Terrell City Council was held on Thursday, August 19, 1999 in the City Council Chambers at 1:00 P.M. with the following members present:

1. CALL TO ORDER

Mayor Henry C. Madgwick called the meeting to order.

2. INVOCATION

Councilmember Tommy Spencer gave the opening prayer.

3. REVIEW THE BIDS AND RECOMMENDATION OF THE TERRELL ECONOMIC DEVELOPMENT CORPORATION BOARD AND CONSIDER AWARD OF THE CONTRACT FOR CONSTRUCTION OF THE EXTENSION OF APACHE TRAIL, METROCREST WAY, AND RELATED IMPROVEMENTS (PROJECT NO. 99-07).

David Rhodes of the Terrell Economic Development Board presented to the Council Terrell Economic Development Corporation's cash flow projections from August 1999 to December of 2002.
Stan Ballard presented to Council for consideration Terrell Economic Development Corporation's recommendations for award of contract for construction of the extension of Apache Trail, Metrocrest Way, and related improvements (Project No. 99-07). Councilmember Lee Schaeffer made a motion to approve Terrell Economic Development Corporation recommendation to award contract for construction of the extension of Apache Trail, Metrocrest Way, and related improvements (Project No. 99-07) to low bidder Glen Thurmon in the amount of $2,242,612.35. Councilmember Tommy Spencer seconded the motion. Ayes - All; Nayes - None. Motion carried.

4. DISCUSS STUDY OF OPERATING PROCEDURES OF FINANCE DEPARTMENT

Frank Hinton presented to the Council for discussion study of operating procedures of finance department. Gordon Pierce recommended Council review the study and bring it back on the September 7th , 1999 City Council.

5. GENERAL DISCUSSION

Gordon Pierce presented to Council for discussion and consideration staff recommendations for residential development incentives.

6. ADJOURN

There were no other matters discussed or acted on at this meeting. There being no further business the meeting was adjourned.
