SPECIAL CITY COUNCIL MEETING AND WORKSHOP SEPTEMBER 18, 2001 2:00 P.M. A special meeting and workshop of the Terrell City Council was held on Tuesday, September 18, 2001 in the City Council Chambers at 2:00 P.M. with the following members present: COUNCILMEMBER #1 HENRY C. MADGWICK 1. Call to Order. Mayor Henry C. Madgwick called the meeting to order. 2. Discuss Status of Virginia Street Utility and Sidewalk Project. Larry Freeman of Freeman and Millican presented a report on the status of the sidewalks and utility work on Virginia Street. Mr. Freeman explained that he understood that limited work on the project may continue and apologized to the council for the misunderstanding. After further debate by council Mayor Henry Madgwick called for Mayor Pro tem Frances Anderson and Councilmember Lee Schaeffer are to meet with Larry Freeman on September 20, 2001 regarding the project. If the committee is satisfied after meeting the contractor may move forward.
6. Discuss and Consider Sale/Transfer of Surplus Vehicle to Airport FBO. City Manager Gordon Pierce presented to Council for discussion and consideration Sale/Transfer of Surplus Vehicle to Airport FBO. Council agreed by consensus to approve the sale/transfer of Surplus Vehicle to Airport FBO. City Attorney to develop lease to be presented at the October 2, 2001 Council meeting. 5. Discuss Construction of Additional T-Hangars at the Municipal Airport. Stan Ballard, City Engineer presented to Council for discussion Construction of Additional T-Hangars at the Municipal Airport. Council agreed by consensus to the Construction of Additional T-Hangars at the Municipal Airport. City Engineer to present resolution at the October 2, 2001 Council Meeting. 4. Discuss Resolution No. 408 - Approving a Contract for the Sale of Potable Water to Elmo Water Supply Corporation. There was no action taken on this item. 3. Discuss and Consider Adoption on Second Reading Ordinance No. 2081 - Adopting a Financial Policy Manual. Councilmember Lee Schaeffer made a motion to adopt on Second Reading Ordinance No. 2081 - Adopting a Financial Policy Manual. The motion was seconded by Councilmember Tommy Spencer. Ayes - all; Nayes - none. Motion carried. Mayor Pro tem Frances Anderson abstained. 7. Discuss and Consider Date and Time for Fall Retreat. Council set date and time for Fall Retreat for November 8th from 2:00 p.m. to conclusion and November 9th from 9:00 a.m. to conclusion at the Hampton Inn in Mesquite. 8. Adjourn.
