SEALED BIDS will be received at the City of Terrell City Hall, 201 East Nash St., Terrell, TX, 75160, ATTN: John Rounsavall, City Secretary, until 2:00 p.m. on Thursday, June 28, 2018, and will be publicly opened and read in City Hall at 2:10 p.m. for the following:

FOR THE CONSTRUCTION TO WIDEN THE EXISTING HIGHWAY FROM TWO LANE RURAL TO FOUR LANE DIVIDED CONSISTING OF HMAC, BASE, LIME TREATED SUBGRADE, GRADING, STRUCTURE, DRAINAGE, PAVEMENT MARKINGS, AND SIGNS

The Plans and Bid Proposal may be reviewed without charge at the City Engineer’s office at 201 E. Nash St., Terrell, TX, 75160, (972.551.6600). Plans and Bid Proposals may be picked up at Thomas Printworks, 15125 Quorum Drive, Addison, TX 75001 (972.726.8991) for a $121.05 non-refundable cost per set. Call ahead to order. There is a four (4) hour lead time for reproducing the documents.
The project documents will also be placed in the Thomas Printworks Digital Vault. This will make this project available 24 hours a day online for viewing. The plans can be sent to the nearest Thomas Printworks office for printing. Bidders can order digital plan files on a CD for $25.00. Files will not be downloadable from the Digital Vault. Bidders are required to obtain a hard copy Bid Proposal book from Thomas Printworks and submit as part of the bid package.
Bidders must be pre-qualified with TxDOT in order to submit a bid. Bid proposal books must be signed and submitted. Bids must be submitted on included bid schedule or on the electronic spreadsheet available from Raba Kistner (972)385-8069.
A non-mandatory pre-bid meeting will be held on Tuesday, June 19, 2018, at 11:00 a.m. in the City of Terrell City City Hall, 201 East Nash St., Terrell, TX, 75160.
The above project shall be constructed in accordance with the plans, specifications, and any addenda hereto. Pre-bid questions will be accepted up to close of business on June 21, 2018.
The contract will be awarded on the basis of unit pricing as provided in the bid specifications. Payment to the successful bidder shall be made net 30 days after receipt of an accurate invoice.
The City of Terrell City Council will award this contract to the bidder who provides the lowest responsive bid in accordance with this advertisement and the requested proposal in accordance with the laws of the State of Texas. Alternate bids will not be accepted. The City Council reserves the right to reject all bids and require new bids if it is in the best interest of the City. By law, the City of Terrell will not accept a non-responsive low bid. All bids received after the above designated closing time will be returned unopened.
A prevailing wage rate will be in effect for this project.
A proposal guaranty in the form of a Cashier’s Check, Teller’s Check (Including an Official Check) or Bank Money Order on a State or National Bank of Savings and Loan Association, or State or Federally charted Credit Union will be required in the amount of one hundred thousand dollars ($100,000).
A Bid Bond may be used as the required proposal guaranty. A Bid Bond from an approved surety company authorized to do business in the State of Texas will be required. The Bid Bond must be in the amount of one hundred thousand dollars ($100,000) as a proposal guaranty. If the contract amount shall exceed $100,000, the successful bidder shall be required to furnish a Performance Bond. If the contract price shall exceed $25,000.00, the successful bidder shall be required to furnish a Payment Bond. Each bond shall be in the amount of one hundred percent (100%) of the contract amount.
Within fifteen (15) days of the contract award through the Terrell City Council, the successful bidder must obtain said bonds from an approved surety company authorized to do business in the State of Texas.
This project will be partially funded with federal dollars.
It is the policy of the USDOT and TxDOT that DBEs shall have the opportunity to participate in the performance of contracts financed in whole or in part with Federal Funds. The required Disadvantaged Business Enterprise goal for this project is 6%. DBEs must be certified under the Texas Unified Certification Program.
