Mike Sims Named Interim City Manager

TERRELL – Terrell City Council appointed Assistant City Manager Mike Sims as Interim City Manager following the acceptance of Torry L. Edwards’ retirement during a meeting Nov. 29. The appointment is effective Dec. 4, 2018.

“Mike has been an integral part of the commercial and retail construction negotiations in the city for many years.  His relationship with City residents is strong and his cooperative spirit with local merchants adds to their success.  I am pleased Mike accepted the role of Interim City Manager and the City Council and I will continue to work towards a permanent solution over the next few months,” said Mayor D. J. Ory of the appointment.

Mr. Sims started his career in local government inspired by a high school mentoring program, sponsored by the City of Denton City Manager’s Office. He later earned a B.A. in Public Affairs from Indiana University and a Master’s in Economics from the University of Texas at Arlington. For 15 years, he served in various leadership roles at the North Central Texas Council of Governments, developing innovative partnerships and advising local governments throughout the Metroplex on a wide range of issues.

In 2008, he accepted the role of Assistant City Manager at the City of Terrell in which he has overseen projects ranging from Labor For Your Neighbor community service to multi-million dollar partnerships with the Regional Transportation Council, TxDOT, land developers and new retail, restaurant and hotel builders. In his role as Assistant City Manager, he led the technical analysis and public involvement for the 2017 Downtown Plan, Park Plan and Comprehensive Plan which will guide the City’s development efforts for years to come.

“Terrell is a great city and I am honored to receive the opportunity to serve,” Mr. Sims said of the appointment.

Mr. Sims and his wife Sarah have been married since 1994 and have been blessed with seven wonderful children. They are active in Terrell’s First Baptist Church.
