As I understand it, in the 2020 tax year this will cause undue financial burden to everyone. I live in an assisted living complex and no longer pay city bills thus I don’t know the answer to this :  I’ve heard that each citizen pays a small stipend with their water bill to cover services of 911  and especially for an indigent person;  is this true?  I have coverage via Medicare but I also sent the Ambulance membership each year to help those not having.
